Mark Rowley, the head of the Metropolitan Police, has issued a sharp rebuke of the judicial process after a convicted paedophile was released on bail prior to sentencing. The incident has left officers feeling severely constrained in their ability to protect the public.
The concern arose after Zafer Dogan was permitted to return to his residence, which is situated directly above a children’s playground. This decision came amid broader pressures to reduce the population of prisoners held on remand, a policy that Rowley argues is inadvertently allowing dangerous and prolific offenders to remain free.
Dogan was eventually sentenced to two years and four months in prison on Thursday. The court heard that he had exploited artificial intelligence technology to transform thousands of photographs of women and girls into explicit nude images for his own sexual gratification. The case highlights the tension between overcrowding management in prisons and the safety of communities.
