Ukraine’s President Volodymyr Zelensky has strongly condemned a Russian attack on a commercial vessel transporting corn in the Black Sea, describing the incident as “horrific.” The strike, which involved two drones, resulted in the death of the ship’s captain, while another crew member remains missing. Eleven sailors from Azerbaijan and India were rescued from the vessel.
Following reports of the fire, Romanian authorities initiated a search-and-rescue operation outside its territorial waters. The Interior Ministry confirmed that two people had died aboard the ship, identified as the Royad Mammadov. The vessel reportedly sank approximately 30 nautical miles south of the port of Sfantu Gheorghe within Romania’s exclusive economic zone.
Zelensky stated that the targeted ship was a civilian craft in neutral waters owned by Turkey. He criticized Russia for repeatedly choosing to terrorize civilian maritime traffic rather than allowing safe navigation, adding that international pressure is necessary to restore global food security.
While Russia has not yet commented specifically on this incident, its defense ministry previously claimed responsibility for striking two cargo vessels. Moscow has intensified attacks on Ukrainian infrastructure, framing them as retaliation for Kyiv’s strikes on Russian oil refineries and naval assets in the region.
Tensions have escalated further after Russia announced plans to increase strikes across Ukraine following Zelensky’s comments about ramping up attacks on Russian energy infrastructure. Ukraine maintains these actions target facilities used to fund the war, which began with the full-scale invasion in February 2022. President Vladimir Putin recently acknowledged that Kyiv’s refinery attacks have caused measurable economic damage, estimating a 1% loss to Russia’s GDP.
The conflict’s spillover effects are increasingly evident in Eastern Europe. German officials have warned of growing hybrid warfare threats, with Chancellor Friedrich Merz citing preparations for further attacks after a drone was discovered at Leipzig airport. Intelligence head Martin Jaeger stated that Germany faces an imminent risk of being drawn into violent conflict with Russia.
The spillover into Germany and Romania proves this war isn’t contained. Hybrid threats are real and immediate.
