South Korean President Lee Jae Myung has issued a stern warning to Ukraine, threatening “additional measures” unless Kyiv offers a public apology for disclosing the transfer of captured North Korean soldiers to Seoul.
The diplomatic spat erupted after President Volodymyr Zelenskyy revealed at the United Nations General Assembly last week that Ukraine had sent two North Korean prisoners of war to South Korea. Seoul accused Kyiv of violating a nondisclosure agreement regarding the transfer, arguing that the disclosure was made unilaterally despite prior demands for confidentiality.
In a post on X, President Lee stated that the incident compromised his credibility, making him appear as a “liar” on the international stage. “As this is a matter concerning the honor of the Republic of Korea’s people and nation, we cannot overlook it,” he said.
South Korean officials maintained that Ukraine had originally requested the transfer remain secret because it could negatively affect ongoing prisoner exchange negotiations with Russia. Instead of apologizing, Seoul claims Ukrainian officials discussed the potential for an imminent military clash between North and South Korea, effectively wishing for war on the peninsula. Lee expressed “grave regret” toward Ukraine over these comments.
In response, Ukrainian Foreign Minister Andrii Sybiha described the conflict as a “diplomatic misunderstanding” that is expected to be resolved. He emphasized that Seoul remains a vital partner for Kyiv. Ukraine has also stated that no secrecy agreement existed.
Tensions were further heightened by comments from Kyrylo Budanov, chief of Ukraine’s military intelligence, who suggested that North Korea’s involvement in the Ukraine-Russia conflict is aimed at preparing for combat operations on the Korean Peninsula. Budanov warned that the situation is escalating daily and that a “trigger event” leading to uncontrolled consequences is only a matter of time.
The South Korean National Intelligence Service reportedly suggested that Zelenskyy’s decision to go public with the prisoner transfer was an attempt to stir support in South Korea for providing weapons and other military aid. Despite offering humanitarian assistance, South Korea has been reluctant to supply air defense systems, a request Zelenskyy formally made in August.
