Technology giants NVIDIA and Google, along with startup Emerald AI, have formed the AI Energy Management Alliance (AEMA). The coalition aims to modernize how AI data centers interact with regional electricity grids, addressing long-standing bottlenecks that delay new facilities from receiving power connections.
Announced on September 16, the initiative proposes a mutual agreement where data centers adopt flexible operations—such as shifting computing workloads, discharging stored energy, and reducing power consumption during peak demand. In return, the companies are asking utility operators to expedite grid connections and potentially share infrastructure costs.
NVIDIA highlighted in a blog post that current US power infrastructure was designed for static, unchanging electricity demand rather than the dynamic needs of modern computing centers. The goal is to establish standards that allow these facilities to act as “controllable resources” rather than inflexible loads, thereby preventing disruptions to the broader grid.
Emerald AI CEO Varun Sivaram explained the economic rationale behind the push in a Fortune article. He noted that while new data centers often face waiting periods of a decade or more for grid access, the existing US grid is utilized only about 50 percent of the time on average. Sivaram argued that if AI facilities could flexibly reduce usage during the year’s most demanding hours, such as sweltering afternoons when air conditioning spikes, up to 100 gigawatts of capacity could be unlocked on the current grid.
To achieve this, AEMA is outlining principles for flexible operations, including standardized technical requirements, performance metrics, and operational data sharing. Proposed technologies include on-site battery storage and software capable of pausing or shifting less critical computing tasks. The alliance also plans to serve as a lobbying group, advocating in state capitals and Washington, D.C., for policies that reward grid flexibility with faster connection timelines.
The formation of the alliance comes amid growing political and public backlash against the environmental and community impacts of AI data centers. Critics point to increased pollution and noise disturbances affecting neighboring areas. However, AEMA’s proposal focuses primarily on grid efficiency and connection speed, without directly addressing the broader ecological or social concerns raised by opponents.
