Body Camera Footage Released in Marble Hill ICE Shooting Case

New York City authorities released body camera footage on Friday showing the immediate aftermath of a shooting involving an Immigration and Customs Enforcement (ICE) agent in the Marble Hill neighborhood. The incident, which occurred Thursday afternoon, has sparked widespread outrage after an ICE agent fired into a vehicle occupied by 28-year-old Oscar Belgal and his 5-year-old son.

According to officials, Belgal was struck once in the neck. The child, seated in the back, was not injured. The NYPD clarified that the officers captured on the video responded after the shots were fired and were not involved in the shooting itself.

The released video shows two officers arriving at the scene, where bystanders could be heard identifying ICE agents as those responsible. Belgal was seen sitting on the ground near a man in a reflective vest holding a long gun. After calling for an ambulance, the officers appeared to decide against waiting, instead placing Belgal into a police cruiser and transporting him directly to a hospital emergency room.

Public Advocate Jumaane Williams strongly condemned the actions of federal agents. “There was nothing that was happening that would make people have to disguise themselves as construction workers, surround a man’s car with his 5-year-old son in it, coming from school at 4 o’clock in the afternoon, and shoot him in the neck in the car,” Williams said.

Department of Homeland Security (DHS) officials defended the operation during a Friday morning press conference. Marcos Charles of ICE stated that Belgal “decided to not comply with lawful orders” from federal officers. DHS claims that agents had attempted to detain Belgal in September without success. On Thursday, they allege, Belgal refused to exit his vehicle, accelerated into two ICE cars, and then drove toward other officers.

Mayor Zohran Mamdani revealed that he attempted to negotiate Belgal’s release with President Trump and DHS Secretary Markwayne Mullin. Mullin claimed that the President agreed to transfer Belgal to local custody if the NYPD accepted the charges. However, Mamdani reiterated that the city would not detain him.

Rep. Adriano Espaillat told CBS News that he spoke with Belgal’s family, describing them as shaken and nervous, though the five-year-old boy remains in good spirits.

DHS identified Belgal as being in the U.S. illegally and the target of a specific enforcement operation. Authorities cited alleged associations with the Trinitarios gang, a prior grand larceny conviction, and multiple previous arrests for assault, robbery, and weapons possession. Court documents indicate Belgal was arrested in August 2025 for selling cocaine and fentanyl in Manhattan but had been released on supervised release.

The shooting triggered immediate protests across the city. Five individuals were taken into custody during Thursday night demonstrations, with another protest planned for Friday evening in Lower Manhattan. Mayor Mamdani called for the abolition of ICE, stating, “New York City will not stand by while ICE agents shoot New Yorkers.”

As of Friday, DHS reported that Belgal has been transferred to a detention facility located outside of New York state.
