Camden Council Warned About Nursery Worker Years Before Arrest

A nursery employee convicted of numerous sexual offenses was cleared of major concerns following a local authority-led investigation three years before his eventual arrest. Vincent Chan, who is now serving a prison sentence, continued to abuse children after the inquiry concluded without finding significant wrongdoing.

In February, Chan was jailed after pleading guilty to 56 charges, including assault by penetration involving three-year-old girls at a Bright Horizons facility on Finchley Road in north-west London. Prosecutors characterized him as a “prolific sexual predator” during the proceedings.
