President Volodymyr Zelensky announced on Friday that US President Donald Trump has committed to granting Ukraine licenses for the production of advanced Patriot air defense missiles.
“At our last meeting, President Trump emphasised to me that yes, I have made a final decision. Ukraine will receive licences for the production of Patriot missiles,” Zelensky told journalists in a recorded statement.
The decision marks a significant shift for Kyiv, which is currently facing a critical deficit of interceptors. The shortage has intensified since the outbreak of conflict between the United States and Israel and Iran in February, which has diverted supplies of the advanced systems.
Zelensky described the Patriot missiles as the only reliable means Ukraine currently possesses to counter the ballistic missiles launched by Russia.
However, the US president’s position has fluctuated. In July, Trump initially suggested it would be “pretty cool” to authorize the licenses, but later cautioned that the United States needed to be “very careful” before proceeding.
Even with approval, experts note that establishing industrial capacity would take more than a year, failing to address Kyiv’s immediate survival needs. The Ukrainian capital is urgently requesting support ahead of winter, fearing a renewed Russian campaign against its power and heating infrastructure.
Last month, Zelensky stated that receiving five percent of US Patriot interceptor stockpiles would be sufficient for Ukraine to survive the winter, while 10 percent would be required to neutralize all Russian ballistic projectiles. He added that Kyiv is simultaneously developing its own anti-ballistic systems, known as Freya.
In developments regarding peace negotiations, Kremlin spokesman Dmitry Peskov stated on Friday that a trilateral meeting between the US, Russia, and Ukraine to discuss ending the four-and-a-half-year war could occur soon. Zelensky has indicated the talks would be technical and might be hosted in the United Arab Emirates.
Peskov also confirmed that Russian presidential envoy Kirill Dmitriev is currently in the United States engaging in discussions with American negotiators, with a focus on potential economic cooperation.
Meanwhile, Zelensky reported that Ukrainian drones struck two Russian oil refineries in the Bashkortostan and Samara regions over the past 24 hours. Russian officials reported two fatalities from overnight drone attacks; one civilian was killed in the Belgorod region and another man died in the Perm region, which hosts a major refinery.
The Russian Ministry of Defence claimed its air defenses destroyed 592 drones overnight.
