Why Russia Remains Part of EU’s ITER Fusion Project Despite Sanctions

Despite the European Union’s broad sanctions regime against Moscow following its invasion of Ukraine, Russia continues to hold a pivotal position within the ITER fusion energy project. Located in southern France, ITER represents one of the most ambitious scientific collaborations in history, yet it stands as a notable exception to Brussels’ broader geopolitical stance.

The partnership involves multiple global powers, including Russia, which remains a full partner alongside the EU, China, India, Japan, South Korea, and the United States. While EU officials have moved to isolate Russia economically and politically, the ITER framework has preserved Moscow’s involvement, citing the non-binding nature of the organization’s current sanctions and the project’s humanitarian and scientific character.

Central to the ongoing collaboration is the delivery of a massive superconducting magnet system by Russia, a component deemed essential for the reactor’s operation. Experts suggest that excluding Russia from the project could cause significant delays, potentially pushing the timeline for the first plasma—a critical milestone where the fusion reaction is initiated—further into the future.

This arrangement has drawn scrutiny from some EU member states and political groups who argue that financial contributions to ITER should be tied to stricter geopolitical conditions. However, the European Commission maintains that the scientific cooperation on fusion energy, viewed as a long-term solution for clean power, is distinct from security and defense matters.

As the project advances toward its 2025 target for first plasma, the inclusion of Russian technology highlights the complex intersection of climate goals and international diplomacy. For now, the consensus among project leaders is that the scientific imperative of demonstrating viable fusion energy outweighs the political pressures to sever ties with Moscow in this specific arena.
