Warren to Condemn Clarity Act on Senate Floor Ahead of Crucial Vote

Senate Banking Committee ranking member Elizabeth Warren, a Democrat from Massachusetts, is scheduled to deliver a sharp critique of the Clarity Act on the Senate floor Monday evening. The speech precedes a pivotal preliminary vote on the cryptocurrency market structure legislation set for Tuesday afternoon.

In remarks shared exclusively with CNBC, Warren characterized the bill’s latest ethics proposal, which has received the endorsement of President Donald Trump, as a “weak fig leaf” that will fail to prevent him from generating an additional $1.4 billion in profits from crypto ventures.

Republicans spearheading the Clarity Act initiative are seeking bipartisan support, hoping that some Democrats will join them in backing the measure. The bill aims to establish comprehensive regulatory guidelines for the digital asset industry. Advancement past Tuesday’s procedural vote requires at least 60 affirmative votes.

GOP leaders released updated legislative language late Sunday, incorporating new ethics provisions that Democrats had requested. Under the revised terms, state attorneys general would be empowered to enforce rules prohibiting the U.S. president and other high-ranking government officials from issuing digital assets. Ethics language has been a significant obstacle throughout the Clarity Act negotiations.

Warren, however, intends to argue that these proposed rules serve merely as a smokescreen. According to her prepared statements, the legislation contains flaws that would shield Trump from enforcement.

“First, it makes sure the law could never be enforced against Donald Trump because it gives his political appointees the power to turn off enforcement of these ethics provisions,” Warren will state. “Second, it contains major loopholes designed to allow President Trump to keep earning billions of dollars from his crypto businesses, including World Liberty Financial … and his new bank. Yes you heard that right,” she said.
