Treasury Secretary Bessent Taps Jefferies Strategist David Zervos as Counselor

David Zervos, a veteran Wall Street economist and longtime chief market strategist at Jefferies, has been appointed as a counselor to U.S. Treasury Secretary Scott Bessent. The move was announced by Bessent in a statement released on Monday, marking a significant addition to the Treasury Department’s advisory team.

Zervos, who holds a doctorate in economics and has been with the New York-based investment bank since 2010, is expected to begin his new role immediately. The position, similar to one previously held by Joseph LaVorgna, serves as a broad advisory capacity and does not require Senate confirmation.

The appointment comes at a time of heightened attention to the Treasury’s leadership structure. The Washington Sun reported that seven of the department’s 16 Senate-confirmed appointees have departed since mid-August, prompting staff turnover concerns. Bessent, who assumed office in January 2025, is currently on his third chief of staff. Zervos’ hire aims to bolster the department’s intellectual resources as it navigates complex economic challenges, including rising bond yields and debates surrounding artificial intelligence capital spending.

Zervos has previously supported Bessent’s policy decisions, including the recent directive to increase buybacks of long-term Treasury debt and calls for lower Federal Reserve interest rates. In brief remarks, Zervos described himself as a “Wall Street geek” and expressed enthusiasm for his third stint in government service. He praised Bessent for guiding the economy through “tumultuous periods” related to trade and geopolitical conflicts.

Although Zervos was considered by President Donald Trump for the Federal Reserve Chair position, which was ultimately filled by Kevin Warsh in January, his new role at the Treasury reflects the administration’s focus on leveraging financial expertise. Bessent, who also serves as a key negotiator in relations with China, remains central to the administration’s economic strategy despite recent clarifications that he will not take on the role of top AI advisor.
