Speaking on Thursday, Romanian defense official Țoiu called for an immediate escalation in defensive measures by both the North Atlantic Treaty Organization (NATO) and the European Union to counter the growing spectrum of hybrid attacks.

Hybrid warfare, which blends conventional military tactics with cyber operations, disinformation campaigns, and economic coercion, has become a primary security concern across the West. Țoiu stressed that existing frameworks are insufficient to handle the evolving nature of these threats, urging member states to adopt more coordinated and robust protocols.

The appeal comes amid a broader reassessment of European security postures as cross-border incidents involving digital infrastructure and information manipulation increase. By enhancing joint intelligence sharing and response capabilities, Țoiu argued that NATO and the EU can better deter adversaries and protect democratic institutions from non-traditional forms of aggression.
