NATO Commander to Outline ‘Theory of Victory’ Amid Rising Russian Threats

NATO’s highest-ranking military officer is set to issue a stark warning to Russia on Monday regarding the alliance’s capacity to repel any aggression, as concerns mount over escalating hostile activities from Moscow. US General Alexus Grynkewich, the Supreme Allied Commander Europe, will detail his “theory of victory” at a security conference in Warsaw.

This announcement comes as Western officials accuse the Kremlin of intensifying a “hybrid” campaign involving sabotage and interference against nations supporting Ukraine in its war against Russia. Anxiety has heightened recently following high-profile incidents, including the discovery of an explosive-laden drone at a German airport.

Colonel Martin O’Donnell, a spokesperson for General Grynkewich, described the strategy as grounded in maintaining the alliance’s deterrence and defense advantages. “Given the unsettled and complex global security environment, we need to set conditions now to deter aggression and, if necessary, win if attacked,” O’Donnell stated.

Founded after World War II to counter the Soviet Union, NATO traditionally keeps its defensive strategies closely held. General Grynkewich’s speech is viewed less as a reveal of new tactical details and more as a signal to Moscow and a reassurance to eastern flank member states. The alliance maintains it remains strictly defensive with no intent to attack Russia.

Western officials argue that Moscow’s hybrid attacks have grown more reckless as Russian forces face a stalemate in Ukraine, posing risks of significant casualties. The alliance has struggled to respond effectively to such gray-zone incidents that fall below the threshold of open conflict.

NATO Secretary General Mark Rutte has urged member states to remain composed and continue aiding Ukraine. “We should not be naive… about Russia, but they know we are stronger,” Rutte said last month.

However, the surge in Russian activity coincides with perceived vulnerabilities for Europe. Allied nations are preparing for potential reductions in US troop presence on the continent, as the Pentagon reviews its deployments. Results are expected later this year, while European countries accelerate military buildup due to doubts about US reliability under President Donald Trump.

  1. Hybrid threats are tricky to defend against. How exactly does this ‘theory of victory’ address sabotage?
