Manchester City’s ongoing legal dispute with the Premier League carries the risk of spiraling beyond containment, according to former club executive Christian Purslow. Purslow, who previously held senior roles at Liverpool and Aston Villa, cautioned that the protracted case could initiate a damaging chain of events for English football.
The club has been found guilty of the vast majority of 115 charges brought by the Premier League, which allege widespread breaches of financial regulations. The accusations center on claims that City inflated sponsorship revenue through connected entities and made off-the-book payments to circumvent profit and sustainability rules.
While sanctions have not yet been revealed, potential penalties include significant point deductions, expulsion from the top flight, or substantial fines. Premier League clubs are currently seeking legal counsel regarding compensation, and it is understood that City intends to appeal the verdict.
Speaking on BBC Radio 4’s Today programme alongside football law expert Paul Gilroy KC, Purslow highlighted the financial impact on rivals over the nine seasons in which rule breaches occurred.
“It’s a sort of ‘where does this end?,'” Purslow said. “If you look at every single season… all of their 19 Premier League rivals in that season, to differing extents, suffered easy-to-compute loss.”
He noted that teams losing Champions League qualification spots may have suffered losses in the tens of millions, while those facing relegation would have avoided it had City not been competing. “If you add all those claims up, over nine years… the potential here for this to spiral out of control is huge,” he added.
Purslow urged for a comprehensive resolution, stating: “I really hope that common sense prevails here and that there is a comprehensive solution between the authorities and Manchester City that looks at all these issues and tries to draw a line in the sand.”
Gilroy described the situation as a “seismic moment for world football” and confirmed that four clubs have filed protective claims reserving their right to seek compensation if the guilty verdict stands.
The verdict comes 1,327 days after City were initially charged in February 2023, following a four-year investigation. In a statement, City declined to comment on the guilt ruling but emphasized that the process remains ongoing and subject to strict confidentiality, adding that the club has respected due process for eight years.
Culture Secretary Lisa Nandy called for a swift resolution, telling BBC Radio 5 Live that the uncertainty is “unsettling for football fans” and urging the Premier League to act quickly.
During the period covered by the charges, City won eight major trophies, including three Premier League titles, three EFL Cups, one FA Cup, and one Community Shield. The cases span the tenures of Roberto Mancini, Manuel Pellegrini, and the first two years of Pep Guardiola’s management.
Former City chairman David Bernstein expressed dismay at the news, saying it was “absolutely awful” to see the club’s history tarnished. He argued that any punishment must be more drastic than a fine and warned that a prolonged appeal process would be a disaster for English football.
Meanwhile, singer and City fan Noel Gallagher admitted he was “shocked” by the news. “I was a little surprised when I heard it on the radio,” Gallagher said on the Let Me Talk podcast. “The club have assured us all along that they vehemently denied any of these charges… Sad for the fans and for the players.”
