Kyiv has strongly condemned Moscow’s decision to include residents of illegally annexed Ukrainian territories in its ongoing parliamentary elections, branding the move a violation of international law and human rights. The voting for Russia’s State Duma commenced on Friday and runs through Sunday, though ballots have already been cast in the occupied zones of Donetsk, Luhansk, Kherson, and Zaporizhzhia since late last month. Russian authorities cite security concerns for the extended polling period, claiming over 3.5 million voters reside in the territories Russia unilaterally annexed in September 2022—a move that remains unrecognized by the global community.
Ukrainian officials declared the proceedings unlawful and called on international bodies and foreign governments to refuse recognition of the results. President Vladimir Putin has stressed the importance of the vote as a barometer of public support for the war, with the ruling United Russia party expected to maintain its majority. In response, Kyiv warned that Ukrainians participating in the organization of the polls could face criminal liability.
The European Commission echoed these sentiments, with spokesperson Christian Wigand stating that the EU would never recognize the “sham elections” or their outcomes in temporarily occupied Ukrainian lands. He described the act as another blatant breach of international law.
Human rights organizations operating in the region report significant coercion. A coalition of nine Ukrainian groups urged residents to avoid the polls to protect their safety, arguing the election is an attempt to legitimize the occupation. Violeta Artemchuk, coordinator of Donbas SOS, alleged that election officials, accompanied by Russian troops and security agents, are going door-to-door to force residents to vote.
Amid the electoral process, Russian Central Election Commission chair Ella Pamfilova reported attacks on voting infrastructure and communication lines across the country. While she claimed these disruptions were being repelled, President Putin accused Ukraine of interference without providing evidence. Kyiv has dismissed the election as a farce.
In a separate development supporting Ukraine’s defense capabilities, the United States has approved a potential $2.68 billion sale of air defense equipment. The State Department notified Congress of the decision, which includes upgrades and related services to help Kyiv counter Russian attacks, pending congressional review.
Tensions have also surfaced in Western Europe, where Luxembourg’s prime minister confirmed an investigation into drone sightings that forced the temporary suspension of operations at the nation’s main airport. Luc Frieden noted the presence of “potentially bigger drones” in the airspace over recent days, occurring against a backdrop of heightened concerns regarding Russian hybrid warfare. He stated that Luxembourg is coordinating with NATO allies, though the origin of the drones remains undetermined.
Meanwhile, diplomatic efforts to de-escalate naval attacks in the Black Sea are facing hurdles. Turkish Foreign Minister Hakan Fidan revealed that proposals sent by Turkey to both Russia and Ukraine to halt strikes on civilian shipping have elicited responses, but the positions of the warring parties remain “difficult to reconcile.” Fidan emphasized that Turkey’s primary objective is ensuring the safe extraction of grain to address global food security needs.
