In 1906, following public outrage over the unsanitary conditions exposed in Upton Sinclair’s novel The Jungle, the US government enacted the Federal Meat Inspection Act. This legislation established the precursor to the Food Safety and Inspection Service, deploying federal inspectors to slaughterhouses to examine livestock for diseases such as tuberculosis and tapeworm-induced cysticercosis. Inspectors relied on sensory evaluation—commonly referred to as “poke and sniff”—which proved effective for visible ailments and deterred the use of illegal preservatives.
By the late 20th century, however, the surge in beef consumption rendered this manual approach insufficient. While the tactile inspection of organs had eliminated many detectable pathogens, it could not identify invisible threats like Escherichia coli. The inadequacy of the system became starkly clear in 1993, when E. coli contamination from Jack in the Box hamburgers infected over 700 individuals and resulted in four child fatalities. The crisis triggered a recall of sorts similar to the one sparked by The Jungle, leading the agency to hire 160 additional inspectors and fundamentally rethink its testing methodology.
This paradigm shift was rooted in the early 1960s, when NASA transitioned from the short-duration Mercury missions to the longer Apollo program. Paul Lachance, the agency’s lead food scientist, identified food poisoning as a critical risk. In the confined environment of a spacesuit or capsule, gastrointestinal distress could be catastrophic. A zero-tolerance policy requiring 100 percent testing was impractical because every item tested was destroyed in the process—a method known as destructive testing.
Private industry at the time lacked the scientific rigor required for space travel. Consequently, NASA developed new statistical sampling techniques to ensure food safety without eliminating entire batches. These innovations eventually bridged the gap between aerospace requirements and civilian needs, permanently altering how the United States inspects its food supply.
Turns out saving astronauts also saved us from E. coli. Who knew?
