Google Commits €13 Billion to AI Infrastructure and Nuclear Energy in Finland

Google has pledged €13 billion ($15.1 billion) toward artificial intelligence infrastructure and energy acquisition in Finland, marking the company’s most significant single investment in the European Union. The announcement, made on Wednesday, includes a long-term agreement to purchase half of the output from one of Finland’s two nuclear power plants over the next 22 years.

This move aligns with parent company Alphabet’s broader strategy, which saw global investments rise to approximately $200 billion this year as it competes in the rapidly expanding AI sector. The funds, slated for deployment in 2027 and 2028, will support data centers, electrical grid upgrades, and clean energy initiatives for Google’s search, mapping, and chatbot services.

The tech giant has maintained a presence in Finland since 2009, when it converted a former paper mill in the coastal city of Hamina into a data center. The Nordic nation offers strategic advantages, including cold Arctic temperatures that reduce cooling costs and a small population of 6 million, which has thus far faced less opposition to large-scale tech projects compared to the United States.

Google is part of a growing trend among technology firms choosing Finland for its affordable nuclear, wind, and hydroelectric power. Competitors such as Microsoft and ByteDance, the parent company of TikTok, have also established data centers in the region. The influx of investment has been a priority for Finnish Prime Minister Petteri Orpo, whose right-wing government is seeking to combat record unemployment and sluggish economic growth.

Google estimates the investment will inject €3.6 billion into the national GDP and generate 37,000 jobs, with 7,000 positions expected to be permanent. Prime Minister Orpo described the deal as historic, stating it positions Finland as a leader in digitalization and AI. He emphasized that Google is committed to maintaining sufficient electricity production and keeping prices stable.

Antti Jarvinen, Google’s director of operations for Finland, confirmed that the company is expanding its Hamina site and opening new facilities in the municipalities of Kajaani, Muhos, and Vaala. Meanwhile, Fortum, the plant operator partnering with Google, reported that the deal will allow the Loviisa Nuclear Power Plant to continue operations until its licenses expire in 2050. Without the agreement, the plant would have ceased functioning by 2030.

The financial markets reacted positively, with Fortum shares surging 15.5% to their highest level in over four years. Ruth Porat, Google’s President and Chief Investment Officer, highlighted the significance of the deal, noting it is the company’s first nuclear energy agreement outside the United States.

Despite the economic optimism, concerns remain. Network operator Fingrid anticipates a 40% increase in energy consumption due to the data center boom. Additionally, Finland’s Security and Intelligence Service (SUPO) has warned that foreign-owned facilities could pose security risks, particularly if owners are linked to authoritarian regimes such as Russia or China, which might seek to circumvent export sanctions on advanced chip technology.
