Germany Praises Montenegro’s EU Progress, Hails It as Regional Frontrunner

Germany has voiced strong optimism regarding Montenegro’s path toward European Union membership, describing the Balkan nation as a model for the region. German Foreign Minister Johann Wadephul stated that Montenegro’s ambitions are being actively heard in Brussels and across European capitals, following a diplomatic visit to the country on Wednesday.

Wadephul was in Montenegro to participate in the annual gathering of foreign ministers associated with the Berlin Process. In a post on X, he highlighted that the country has achieved “remarkable progress” in its accession negotiations, noting that it sets an example for other Western Balkan states.

“Those who are willing and able to join the European Union and meet the criteria can succeed in the coming years,” Wadephul told his Montenegrin counterpart, Ervin Ibrahimovic, during their talks in the coastal city of Budva. EU Enlargement Commissioner Marta Kos also attended the discussions.

Montenegro is currently viewed as the leading candidate among six Western Balkan nations seeking EU membership. The small, mountainous country with a population of 623,000 has pursued accession for 22 years. Key milestones include adopting the euro as its de facto currency in 2002, declaring independence from Serbia in 2006, and joining NATO in 2017.

Recent advancements in economic and democratic reforms have led EU officials to suggest that technical negotiations could conclude by the end of the year. This timeline supports Montenegro’s goal of becoming the EU’s 28th member state by 2028. Public support for joining the bloc remains high, estimated at approximately 80 percent.

The other EU candidate countries in the region are Albania, Serbia, Bosnia and Herzegovina, and North Macedonia. Kosovo is considered a potential candidate, though its path is complicated by the fact that five EU member states do not recognize its independence from Serbia.
