FBI Warns of Heightened Terror Threat Ahead of 9/11 25th Anniversary

Federal authorities have issued a bulletin warning that foreign terrorist organizations are continuing to incite violence within the United States, drawing parallels to propaganda releases preceding previous anniversaries of the September 11 attacks. The document indicates that the FBI is concerned these external influences may inspire domestic actors to carry out violent acts or hoax threats in response to the upcoming 25th commemoration.

The bulletin highlights that terrorists often operate with little to no prior warning. It suggests that messaging from foreign extremist groups, when combined with ongoing conflicts in the Middle East, could exacerbate existing grievances against the U.S. and further mobilize individuals toward violence.

Earlier on Thursday, a spokesperson for the Department of Homeland Security (DHS) described the current security landscape as a “heightened and increasingly complex terrorism threat environment.” The spokesperson noted a significant shift since 2001, observing that while centralized international organizations remain a danger, the threat is now more dispersed.

“Before 9/11, the primary concern came from centralized international terrorist organizations,” the spokesperson said. “Today, those groups remain a threat, but the landscape is broader and more dispersed.” The statement added that individuals and small cells frequently plot independently, driven by diverse ideological and political motivations, while domestic terrorists continue to plan violence fueled by anti-government sentiments.

According to officials, the FBI has arrested at least 16 individuals within the homeland over the past year and a half for allegedly plotting attacks on behalf of al-Qaeda or ISIS. A March report from the U.S. intelligence community revealed that while these groups rely heavily on social media to reach American audiences, their overseas membership is actually expanding. ISIS is estimated to have up to 18,000 members globally, while al-Qaeda’s ranks reach approximately 28,000.

The DHS also warned that terrorists are increasingly experimenting with generative artificial intelligence. The technology is being used not only to create and distribute violent propaganda but also to explore methods for employing explosives and biological agents. Officials cautioned that AI advancements could make terrorist activities faster, more scalable, and more difficult to detect.

Additionally, law enforcement agencies are monitoring the potential misuse of drones. Although the U.S. has not yet suffered a large-scale terrorist attack involving unmanned aircraft, the DHS takes seriously the risk of drones being used near critical infrastructure or to disrupt emergency response operations. FBI Deputy Director Christopher Raia recently told ABC News that drone threats are a top priority, stating, “You would be silly to think that that’s not coming to the United States at some point, and we are trying to stay ahead of that.”
