Delivery Robots Face Scrutiny Over Safety, Accessibility, and Regulation

The rise of autonomous delivery robots has elicited polarized reactions from the public. While some residents find the anthropomorphized devices charming, others view them as intrusive obstructions, commonly referred to as “clankers,” on their local sidewalks. Since their inception in Estonia in 2014 by Skype co-founders Ahti Heinla and Janus Friis, the technology has evolved significantly. Starship Technologies, the pioneer in this sector, saw accelerated growth during the pandemic and now operates in more than 80 cities across North America, Europe, and Asia. They are no longer alone in the market; competitors such as Serve Robotics, Coco Robotics, Delivers.AI, and DoorDash, which recently introduced its own in-house robot named Dot, have also entered the fray.

Despite their expanding footprint, these machines are encountering predictable operational challenges. Although nearly all major companies have transitioned from remotely piloted units to fully autonomous systems using cameras, sensors, and GPS, navigation is frequently disrupted by unpredictable environmental factors like construction zones and deteriorating sidewalks. These glitches can result in stalled vehicles or damage to public infrastructure, exemplified by an incident in Chicago where a robot damaged a bus stop.

Beyond property damage, the impact on pedestrian safety remains a critical concern. Minor frustrations include robots impeding outdoor seating areas at restaurants. More seriously, there have been reports of pedestrians being forced to yield to the machines, raising significant accessibility issues for individuals with limited mobility or those using wheelchairs under the Americans with Disabilities Act (ADA). The risks extend to physical injury as well; a man in New Jersey sustained a broken shoulder and head injuries after a delivery bot collided with his bicycle.

Industry projections suggest the sector will continue to grow rapidly. A study by Transforma Insights estimates that the global fleet of automated urban delivery vehicles will surge from 28,000 in 2025 to 559,000 by 2035. For gig economy giants like Uber Eats and DoorDash, which have faced criticism regarding driver compensation, robots offer a pathway to increase profit margins. However, current robots are generally limited to two-mile delivery ranges, confining their utility primarily to dense urban environments and ensuring that human drivers remain necessary for last-leg deliveries.

Regulatory frameworks are struggling to keep pace with this technological shift. Many jurisdictions currently lack specific restrictions, and over 20 states classify personal delivery devices as pedestrians. In response to growing public safety and privacy concerns driven by the robots’ camera systems, major cities including Chicago, San Francisco, and Toronto have implemented restrictions or bans. As legislation evolves, stakeholders anticipate that while delivery robots will remain a permanent fixture of urban logistics, the associated hazards may be mitigated through stricter oversight.
