Canada proposes new alliance with UK and EU amid US trade tensions

Canadian Finance Minister François-Philippe Champagne has urged the United Kingdom to collaborate with a proposed economic partnership between Canada and the European Union, describing it as an essential step toward building a resilient “alliance of the future.” Speaking to the BBC, Champagne emphasized that the geopolitical landscape has shifted significantly, particularly regarding the United States, necessitating new strategies among like-minded nations.

The proposal follows European Commission President Ursula von der Leyen’s recent suggestion to open the door for Canada’s associate membership within the EU—a move described as unprecedented for the bloc. Canadian Prime Minister Mark Carney addressed the European Union in Strasbourg shortly after the proposal was made, reinforcing his vision of a coalition among middle powers focused on economic growth, security, and resilience.

Champagne highlighted the shared values and aligned worldview between Canada and the UK, stating, “Why don’t we team up? We are independent and sovereign, but we are stronger together.” This diplomatic outreach comes as Canada remains embroiled in an escalating trade dispute with the US, which began last month after trade negotiations collapsed. Both nations have imposed reciprocal tariffs, a move Champagne defended as a necessary defense of Canadian industries and workers.

He asserted that Canada did not seek conflict but felt compelled to respond to protect its economic sovereignty, characterizing their counter-tariffs as “measured, targeted and strategic.” The minister noted that Canada’s strong fiscal position provides a buffer, offering a “golden opportunity” to diversify trade relationships away from its southern neighbor.

Tensions remain high, with US President Donald Trump threatening additional tariffs on the EU if the associate membership plan is perceived as hostile to American interests. Trump has also criticized Canada as a “terrible trading partner,” dismissing the European initiative as laughable. In response, Champagne maintained that Canada remains open to re-engaging with the US at the appropriate time, while promising to support affected industries indefinitely.

The potential Canada-EU association could grant Canadian entities access to key European programs in university, scientific research, AI, and defense, alongside facilitated mobility for students. Officials from both sides view this as part of a broader framework for allied nations that may not pursue full membership, potentially including countries such as Australia. Meanwhile, UK Prime Minister Andy Burnham is scheduled to meet President Trump during the upcoming UN General Assembly in New York.
