US President Donald Trump signed a sweeping package of sanctions against Russia into law on Friday, a move that significantly tightens economic pressure on Moscow’s energy sector and its military campaign in Ukraine. The legislation, named in honor of the late Senator Lindsey Graham, received strong bipartisan support in Congress before reaching the White House.
The bill passed with substantial majorities, securing 86 votes in favor in the Senate and 262 in the House of Representatives. According to the White House, the comprehensive measures are designed to punish Russian officials, key financial institutions, and the so-called “shadow fleet” of tankers used to transport Russian energy globally.
A central component of the new law grants the US president the authority to impose tariffs of up to 100% on the five largest importers of Russian oil and natural gas. Additionally, the statute allows for sanctions against up to five countries deemed to be most actively helping Russia circumvent existing energy restrictions. While the measure includes exemptions for certain nations, analysts warn it could further strain trade relations with China and India, both of which purchase significant volumes of Russian crude.
Beyond the immediate penalties on Russia, the legislation also establishes a statutory framework to maintain existing sanctions on Iran until 2031.
Ukrainian President Volodymyr Zelenskyy commended Trump for signing the bill and acknowledged the legislators who supported it. Zelenskyy highlighted Graham’s dedication to keeping pressure on Moscow, noting that the senator had frequently discussed the importance of strengthened sanctions during his visits to Ukraine.
“The best way to honor Lindsey’s memory will be to implement the provisions of this law fully and swiftly,” Zelenskyy wrote on the social media platform X. “And the best reward for everyone helping us put pressure on Russia to end its war will be peace.” Graham, a vocal advocate for Kyiv, passed away unexpectedly in July shortly after returning from a trip to Ukraine.
The Kremlin responded with caution. Kremlin spokesman Dmitry Peskov warned prior to the signing that the additional US sanctions would obstruct diplomatic efforts aimed at achieving a peaceful resolution to the conflict in Ukraine.
The shadow fleet provisions are crucial. Most people don’t realize how much of Russia’s energy gets out via these dubious tankers.
Finally some bipartisan action! Hopefully this time the sanctions actually bite instead of just being symbolic gestures.
Peskov’s warning about blocking diplomacy is predictable. But will this actually change anything on the ground in Ukraine?

Sad to see Graham honored this way. He was a true champion for Ukraine when it mattered most.
