The Vela Incident: Was the 1979 South Atlantic Flash a Nuclear Test?

On September 22, 1979, Vela 6911, an American satellite tasked with monitoring nuclear detonations, captured an anomalous double flash of light over the South Atlantic Ocean off the coast of South Africa. More than four decades later, analysts continue to debate whether this event, widely known as the Vela Incident, constituted an illicit atmospheric nuclear test.

The detection triggered alarm among U.S. officials due to the distinctive optical signature of the flash, which matched the profile of a nuclear explosion in Earth’s atmosphere. According to diary entries published years later, President Jimmy Carter was immediately informed. By February 1980, Carter noted a growing consensus among scientists that Israel had conducted a secret nuclear test in the waters near the southern tip of Africa.

However, a scientific panel convened in 1980 and led by MIT professor Jack Ruina offered an alternative explanation. The panel concluded the flash was likely caused by a small meteoroid striking the aging satellite. While they did not entirely rule out a nuclear origin, their findings suggested a natural anomaly. At the time, White House science adviser Frank Press framed the conclusion for Director of Central Intelligence Stansfield Turner as evidence that the event was “probably not from a nuclear explosion” but rather a natural occurrence.

Critics of the Ruina panel’s conclusions have long argued that the findings were politically motivated. Documents released in 2006 revealed that Defense Intelligence Agency Vice Director Jack Varona characterized the investigation as a “whitewash.” Varona cited analysis from the Naval Research Laboratory indicating that the intelligence community had detected signals “unique to nuclear shots in a maritime environment.”
