Illinois College Finds It Cannot Unilaterally Remove Flock Safety Cameras

Elgin Community College in Illinois discovered that it could not easily sever ties with its surveillance provider after raising serious privacy and security objections. The institution had installed six Flock Safety license plate recognition cameras in April 2025, aiming to improve campus safety. However, by September, administrators expressed alarm over reports that the company was sharing data with U.S. Customs and Border Patrol, inadequate protection of camera feeds, and instances of data abuse by both law enforcement agencies and Flock employees.

In an effort to address these issues, the college formally requested the removal of the cameras in October 2025. According to Peggy Heinrich, the college’s president, Flock declined the request, maintaining that the institution had not breached its contract. The dispute highlights growing tensions between educational institutions and private surveillance firms regarding data governance and civil liberties.
