The trend reflects the Kremlin’s broader strategy under President Vladimir Putin to revive Soviet-era ties and cultivate alliances across the continent to counter Western influence. Since the full-scale invasion of Ukraine in 2022, Russia has increasingly oriented itself toward the Global South, utilizing education, energy, and military cooperation as key engagement tools.<\/p>\n
“Offering scholarships is the cheapest possible way to get allies. Russia needs allies at the moment,” Irina Filatova, a Russian historian and Professor Emeritus at the University of KwaZulu-Natal, told DW. “Russia has created an image that projects it as anti-colonial, and Africans agree with it.”<\/p>\n
Despite this surge, African student enrollment in Russia still lags significantly behind destinations like France, which hosted over 92,000 African students. To bridge this gap, Moscow is expanding its network of “Russian Houses,” cultural and educational centers planned for Egypt, Zambia, Tanzania, South Africa, and Ethiopia.<\/p>\n
Yevgeny Primakov, head of Rossotrudnichestvo, stated that these centers, along with language programs, aim to open doors to scholarships and career opportunities. The strategy appears effective in nations like the Central African Republic, where Russian language courses are now compulsory for university students, coinciding with a strong presence of Russian military advisers and contractors.<\/p>\n
Critics, however, accuse these institutions of serving as covert propaganda outlets. Human rights organizations have also raised concerns that some foreign students face pressure to join the Russian military or work in defense factories in exchange for visa extensions. Analysts warn that such practices could undermine Russia’s soft power ambitions.<\/p>\n
“It is very bad for the Russian image at the moment to invite people to study and pay for their studies if they end up doing something different,” Filatova noted, emphasizing that Russia requires allies, not enemies.<\/p>\n
Beyond geopolitics, affordability remains a primary driver. Tuition for specialized fields like medicine in Russia ranges from $2,000 to $10,000 annually, compared to $20,000 to $40,000 in the US and Europe. Keith Baptist, a parent from Zimbabwe, highlighted that accommodation and living expenses are also significantly lower than in his home country.<\/p>\n
The shift is also influenced by restrictive Western policies. In June, the United States suspended student visa issuance to several African nations and revoked over 6,000 visas for alleged legal violations.
