Supporters, including the Tahirih Justice Center, argue that federal intervention is crucial not only for domestic protection but also for U.S. credibility on the world stage. “The one thing we hear all the time… is: ‘It makes my work harder when a politician can say to my face, the United States allows child marriage,'” said Casey Carter Swegman, director of public policy at Tahirih.<\/p>\n
However, the bill has drawn criticism from some advocates who believe it does not go far enough. Fraidy Reiss, founder of Unchained At Last, objected to Section 6, which provides grants for states to study the issue rather than mandate bans, and Section 10, which could allow spousal visas for minors aged 16 or 17 under certain conditions. Reiss warned these provisions might inadvertently encourage trafficking and undermine state-level efforts to eliminate exceptions.<\/p>\n
Internationally, the momentum against child marriage is growing. The UN General Assembly recently designated November 27 as the International Day to End Child, Early and Forced Marriage. Countries like Sierra Leone, Columbia, and Bolivia have enacted strict laws setting 18 as the absolute minimum marriage age without exceptions.<\/p>\n
Yet, legal frameworks alone have proven insufficient in some regions. In India, where child marriage remains illegal, an estimated 1.5 million girls marry before turning 18 each year. Researchers from Young Lives India note that deep-seated cultural factors, including dowry practices and concerns over family honor, continue to drive the practice despite robust legislation.<\/p>\n
