Interior ministers from Denmark, Austria, Germany, the Netherlands, and Greece have agreed on a framework for establishing “return hubs” outside the European Union, with the goal of transferring irregular migrants to these facilities by 2027. The proposed centers would house asylum seekers whose applications have been rejected by the participating nations and who cannot be repatriated to their home countries. While the specific partner nations remain undisclosed, reports suggest Uganda and Rwanda are leading candidates for hosting the facilities.<\/p>\n
Danish Migration Minister Morten B\u00f8dskov described the arrangement as a partnership where host countries offer “a new chance” to irregular migrants, explicitly rejecting comparisons to prisons or detention camps. The five EU states committed to fully financing the hubs and potentially offering commercial incentives to partners.<\/p>\n
Austrian Minister Gerhard Karner stated that the collective objective is to drive illegal migration toward zero. Greek Minister Thanos Plevris noted that negotiations with potential partners are progressing constructively, with hopes to formalize an agreement soon.<\/p>\n
The initiative follows the European Parliament’s approval in June of the bloc’s strictest migration regulations, which permit member states to establish return hubs through agreements with non-EU countries. Final adoption by EU member states is anticipated this autumn.<\/p>\n
Despite support from nineteen EU governments, the plan faces significant opposition. Critics argue the hubs may violate EU law and human rights standards. Michele LeVoy of the NGO Picum condemned the concept, warning it would uproot families and subject individuals to prolonged detention in unfamiliar locations.<\/p>\n
Historical precedents for such schemes have yielded limited results. The UK abandoned its Rwanda deportation plan, and Denmark ended its national approach in 2023 in favor of a unified European strategy.
