Increasingly, however, call takers are asking a different question: \u201c911, where is your emergency?\u201d This shift highlights a critical failure in the nation\u2019s emergency infrastructure, as many callers cannot be automatically located despite the precision offered by modern navigation and ride-share apps.<\/p>\n<p>Although the 911 system launched in 1968 designed for fixed landline locations, the telecommunications landscape has transformed. Data indicates that more than three-quarters of 911 calls in 2024 were made via cellphones or Voice over Internet Protocol (VoIP) services, with landlines accounting for roughly 7% and dropping below 5% in many states.<\/p>\n<p>The current framework struggles to keep pace. Emergency operators often can only trace a call to the nearest cell tower, a process that fails to identify the caller\u2019s exact position. In some instances, up to 20% of calls are linked to the incorrect tower. Unlike real-time tracking applications, 911 systems rely on carrier data updated in 20- to 30-second intervals. If a call is transferred, the tracing process restarts, wasting vital seconds\u2014particularly in rural areas with sparse tower coverage or dense urban high-rises.<\/p>\n<p>Relying on verbal descriptions of location is not a reliable solution. Callers may be in unfamiliar territory, fleeing danger, or providing inaccurate addresses. Furthermore, emergency information stored on smartphones is generally inaccessible to dispatchers.<\/p>\n<p>Prior legislative efforts, such as the ENHANCE 911 Act of 2004, authorized $250 million in annual grants for upgrades but were never fully funded and eventually lapsed. Currently, Congress is being urged to fully fund NextGen 911, an Internet Protocol-based system that 38 states have committed to adopting. This upgrade would enable text and video communications, aiding those with disabilities and improving location accuracy.<\/p>\n<p>Estimates place the cost of a nationwide NextGen 911 rollout at approximately $15 billion.
