Yin Family, Tied to Suspected Chinese Spy, Donated $4.4M to California Politicians

A California family that has contributed over $4.4 million to prominent state and federal politicians is facing renewed scrutiny following the release of FBI files linking them to Christine Fang, a suspected Chinese intelligence operative known as a “honeypot” spy.

The Yin family, who built significant wealth through McDonald’s franchises in California, donated approximately $3 million to state-level causes and an additional $1.45 million to federal campaigns. Recipients include Governor Gavin Newsom, former Vice President Kamala Harris, Lt. Gov. Eleni Kounalakis, and former State Treasurer John Chiang.

Declassified FBI documents from August indicate that the family patriarch, Chei Chen Yin, commonly known as C.C. Yin, maintained a professional relationship with Fang through the Asian Pacific American Public Affairs (APAPA), an organization he founded. The files reveal that disgraced former Congressman Eric Swalwell identified Fang as his point of contact for APAPA, a connection facilitated by a top official of the group.

C.C. Yin, 89, described APAPA’s mission as a way to help young people develop leadership skills and participate in democracy. He told CBS News, “I love America, and I strongly condemn any effort by any foreign government to interfere in American politics or undermine our democracy.” His brother, Henry Yin, did not respond to requests for comment.

Concerns have been raised regarding Henry Yin’s interactions with Chinese government entities. Research by Jacqueline Deal, a board member of State Armor, identified multiple instances since 2013 where Henry Yin attended events hosted by the United Front, the foreign influence wing of the Chinese Communist Party. Chinese media reports have described him as a designated contact for economic cooperation and an adviser for talent recruitment in Sichuan province.

Deal noted that while there is no evidence the Yins have been coerced or co-opted, political donations may serve to disincentivize leaders from noticing interference. “The Chinese government has a broad-reaching, coordinated strategy for dominance that relies on shaping U.S. policy,” Deal said.

APAPA President Kris Concepcion stated that current leadership is unaware of Fang holding any official role within the national organization and clarified that the group has no relationship with the Chinese government or the United Front. He added that personal views and travels of members should not be attributed to the organization.

Experts emphasize the complexity of such relationships. June Teufel Dreyer of the Foreign Policy Research Institute observed that while advisory roles are common patterns of influence, business networking can be innocent. However, she cautioned that all businesses in China are subject to some level of government control.

The Yin family’s connections have also placed them at the intersection of high-level diplomacy. C.C. Yin was credited with helping arrange Governor Newsom’s 2023 trip to China, where he met with President Xi Jinping. Henry Yin accompanied the Governor as an adviser during the visit.

No law enforcement accusations of foreign agent activity have been made against either Yin brother. Newsom’s spokesperson did not comment on the report.
