First UK Charges Brought Over 1994 Rwanda Genocide

The Crown Prosecution Service (CPS) has announced that Dr Vincent Brown, formerly known as Dr Vincent Bajinya, has been charged with offenses connected to the 1994 Rwanda genocide. The 65-year-old, who currently resides in north London, becomes the first individual to face trial in Britain for crimes committed during the 1994 attack on the Tutsi population.

Dr Brown faces one charge of conduct ancillary to genocide and six counts of conduct ancillary to murder as a crime against humanity. Frank Ferguson, head of the CPS’s Special Crime and Counter Terrorism Division, stated that Brown is alleged to have directed and incited acts of murder and genocide carried out by others.

The charges come after a seven-year investigation conducted by the Metropolitan Police’s War Crimes Team. The probe was initiated in September 2019 following a formal request from the Rwandan government to examine alleged involvement in atrocities in the Rugenge district of Kigali in April 1994.

Ferguson confirmed that the decision to prosecute was made after a thorough review of the evidence submitted by police, concluding that the legal threshold for bringing criminal charges had been satisfied.

Commander Helen Flanagan, who leads Counter Terrorism Policing London, emphasized that the case illustrates the UK is not a safe haven for those suspected of international crimes. She noted that the War Crimes Team remains dedicated to ensuring accountability for suspected genocide and atrocity crimes through due legal process.

Dr Brown is scheduled to appear at Westminster Magistrates’ Court on Tuesday. The CPS indicated that several other ongoing investigations are being conducted into individuals in the UK suspected of similar offenses related to the Rwandan genocide.
