U.S. President Donald Trump warned on Wednesday that he would impose significant tariffs or completely halt trade with the European Union if Brussels proceeds with plans to grant Canada “associate member” status within the 27-nation bloc.
Speaking to reporters after arriving at Charlotte Douglas International Airport in North Carolina, Trump described the potential move as “laughable” and labeled Canada a “terrible trade partner.”
“If I think it’s at all a hostile act, I will put very serious tariffs or stop trading with Europe on many things,” Trump stated, conditioning the threat on European leaders’ intentions regarding the proposal.
The U.S. president’s remarks followed an announcement by European Commission President Ursula von der Leyen that the EU is opening the door for Canada to become its first-ever associate member. While associate membership is not currently a formal category under EU treaties and would require ratification by all member states, the proposal marks a notable shift in Brussels’ approach.
During her annual state of the EU address in Strasbourg, France, von der Leyen declared that the bloc aims to bring its relationship with Canada “to the highest level possible.” The event also featured Canadian Prime Minister Mark Carney, who has previously expressed Ottawa’s interest in a “unique security and economic alliance” with Europe, explicitly distinguishing it from full EU membership.
The initiative includes proposed cooperation on manufacturing, defense-industrial integration, technology, artificial intelligence, energy, and Arctic affairs.
This diplomatic pivot comes against a backdrop of severely strained U.S.-Canada relations. Trade negotiations between Washington and Ottawa have collapsed, and Trump has already imposed a 50% tariff on Canadian goods, with plans to ban imports of dairy, alcohol, and automobiles later this month. In response, Canada has begun retaliatory measures.
James Lindsay, a senior fellow at the Council on Foreign Relations, noted that while the two nations might find an exit from the current trade war, “Canada will continue to reduce its vulnerability to U.S. economic pressure.”
Europe really needs to stand its ground here. Letting the US dictate foreign policy like this sets a dangerous precedent for everyone.
