China Rebukes Philippines After Defense Official Rejects Diplomatic Note in Seoul

Diplomatic friction between China and the Philippines escalated this week after Beijing formally reprimanded Manila for a public confrontation at a defense summit in South Korea. The incident involved Philippine Defense Secretary Gilberto Teodoro Jr., who publicly addressed a privately delivered note from a Chinese diplomat during the Seoul Defense Dialogue on Tuesday.

Teodoro read the message aloud, which outlined China’s stance rejecting the 2016 South China Sea arbitration ruling that had favored the Philippines. In response, Teodoro accused Beijing of engaging in “coercion, bullying and aggression” within the disputed waters. The exchange stunned attendees, with social media in the Philippines amplifying the clip while reactions on Chinese platforms remained subdued.

Chinese Foreign Ministry spokesperson Mao Ning addressed the matter on Wednesday, stating that while she was not aware of the specific details of the interaction, Beijing urges Philippine officials to cease what it characterized as provocations and theatrical behavior that undermines regional stability.

Hu Xijin, a prominent retired editor of the state-affiliated Global Times, later described Teodoro’s actions as a clear violation of diplomatic norms. Beijing has previously sanctioned Teodoro, along with his family, since June over remarks deemed hostile toward China.

Experts suggest the episode reflects already strained relations rather than signaling an imminent military conflict. Collin Koh, a senior fellow at the S. Rajaratnam School of International Studies, noted that the rebuke aligns with Manila’s consistent policy on the maritime dispute and Teodoro’s known assertive demeanor.

The verbal spat adds to recent physical confrontations, including an incident in July where Chinese coast guard vessels used water cannons against a Philippine ship near Scarborough Shoal. Beijing’s subsequent declaration of a nature reserve around the shoal has further irritated Manila.

Analysts indicate that while the incident provides Beijing with an opportunity to intensify nationalist rhetoric, a drastic escalation toward armed conflict remains unlikely.
