DALLAS — President Donald Trump reaffirmed his strategy of offering direct financial payouts to voters during a speech at the Republican Party’s midterm convention on Wednesday, promising $5,000 checks to every adult U.S. citizen if the GOP retains control of both the House and Senate.
“I will issue a dividend to every adult citizen in the United States of America for $5,000,” Trump told the audience, attributing the potential payments to what he described as historic economic success. He stipulated that the funds would need to be spent within the United States and recalled his December distribution of $1,776 bonuses to American military personnel.
However, the president omitted references to previous dividend promises that failed to materialize. In November, Trump suggested payments of at least $2,000 to most Americans as a demonstration of the benefits of his tariff policies. Additionally, in February 2025, he expressed interest in a “DOGE dividend,” which would have been financed by savings from the Department of Government Efficiency. Neither of those proposals resulted in actual checks being sent to the public.
Financial analysts note that fulfilling the new $5,000 promise would carry a substantial price tag. Based on an estimated 240 million adult U.S. citizens, the program would cost approximately $1.2 trillion.
The announcement comes amid growing electoral headwinds for Republicans. High fuel prices have contributed to household financial anxiety, with gasoline consistently remaining above $4 a gallon throughout the year. Advisory firm Veda Partners recently forecast that Democrats are likely to regain control of the House in the Nov. 3 elections, though Republicans may hold onto their narrow Senate majority. Veda’s analysts highlighted that when one party holds unified government control and gas prices rise, that party historically loses an average of 32 House seats.
Inflation remains a significant political liability, having contributed to Democratic losses in the 2024 elections. Historically, midterm elections pose challenges for presidents of the governing party, a trend Trump acknowledged while asserting he intended to alter the outcome.
Prediction market Polymarket currently gives Democrats an 88% chance of winning the House and a 53% chance of flipping the Senate. With Republicans currently holding a 219-214 majority in the lower chamber, the outlook is tight.
The decision to hold a midterm convention featuring Trump has drawn scrutiny from some analysts, particularly given the president’s declining approval ratings. According to a RealClearPolitics average, 57.1% of voters disapprove of Trump’s performance, compared to 39.6% who approve, a drop from his post-inauguration ratings in January 2025.
During his address in Dallas, Trump urged voters to maintain Republican control, warning that a Democratic victory would result in the loss of border security measures, tax cuts, and personal wealth. “You will be going through hell, just like you did just two years ago,” he said.
