Surrey Council Surpasses Tree Planting Goals Amid Survival Concerns

Surrey County Council has officially surpassed its initial tree planting objectives, recording a total of approximately 885,000 new trees planted between 2021 and 2026. This figure significantly outperforms the council’s original goal of 600,000 trees.

According to a recent report, the 2025/26 financial year alone saw 116,359 trees established across the region. The authority has since reaffirmed its commitment to planting 1.2 million trees by 2030, a figure designed to represent one tree for every resident in Surrey.

While the planting numbers are high, concerns have been raised regarding the long-term viability of these investments. Elmbridge Borough Council recently passed a motion urging the incoming East Surrey council to revise its tree strategy to place greater emphasis on survival rates rather than just planting volumes.

Councillor Katerina Lusk highlighted the issue, noting that a significant number of trees planted within the borough were perishing within a year due to insufficient aftercare. “There is little point celebrating the number of trees we plant if a significant number of them are dead a year later,” she stated.

Beyond reforestation, the council’s report evaluated its broader climate change delivery programme over the past five years. It indicated that the authority is “broadly on track” to achieve its net zero targets by 2030, citing a roughly 60% reduction in carbon emissions. The programme also reported success in supporting more than 1,438 low-income households with energy efficiency upgrades, including insulation, solar panels, and low-carbon heating systems.

However, the report acknowledged that future decarbonisation efforts face headwinds from external market conditions, supply chain disruptions, and wider economic pressures.
