With less than a month remaining before Election Day, President Donald Trump is highlighting two active federal cash-payment initiatives while restating a broader pledge to distribute $5,000 checks to adult Americans, provided Republicans maintain control of Congress.
On Friday, the president announced one-time payments of $90 to 20.8 million Medicare beneficiaries. The funds, drawn from the Medicare Improvement Fund, are scheduled to reach eligible Part B enrollees this month. This announcement followed the distribution of approximately $500 “refund” checks to roughly 950,000 individuals who purchased unsubsidized coverage through the federal HealthCare.gov marketplace.
Trump reiterated his previous commitment to the larger payment during a Truth Social post on Saturday. “If Republicans win the House of Representatives and the Senate in the 2026 Midterm Elections, I’m going to give all Adult Citizens in the United States of America, $5,000,” he wrote. This mirrors a similar pledge made at the Republican National Committee’s midterm convention in Dallas last month. However, Trump has not specified the authorization mechanism or the funding source for such a substantial payout, which would require congressional approval.
The timing of these direct payments coincides with a midterm campaign heavily influenced by voter concerns regarding inflation and the economy. A Reuters analysis indicated that 71% of the Obamacare payments, totaling $339 million, are directed toward residents of 13 states featuring competitive Senate and gubernatorial races, although eligibility is determined by insurance status rather than voting records.
Despite the active distribution of smaller payments, skepticism remains among some voters. Trump has previously promised cash payments that did not materialize, a history that continues to draw scrutiny as the election nears.
