Kyiv Mayor Vitaliy Klitschko has warned that intensified Russian drone and missile strikes are severely damaging the Ukrainian capital, describing the current circumstances as “very dramatic.” Following a crisis meeting of Kyiv’s defense council, Klitschko stated that Moscow is systematically targeting the city’s critical infrastructure, logistics networks, housing, and other essential facilities.

The comments came shortly after Pivdennyi bridge, a vital transport artery crossing the Dnipro River that divides the city, was struck for the fourth time in two days. The overnight drone attack and a subsequent hit on Friday evening have led to the suspension of all metro and automobile traffic across the bridge, causing widespread congestion. Similar restrictions remain in effect on Kyiv’s two other major bridges, disrupting the daily commute for an estimated three million residents.

Ukraine’s State Emergency Service (DSNS) confirmed that one person was killed in the capital when a multi-storey residential building was hit overnight. Additionally, recent strikes on data centers have resulted in internet outages. Klitschko emphasized that Russia’s objective appears to be “sowing panic” and destroying key services such as hospitals, schools, and energy grids to force population displacement.

“We’re talking about survival,” Klitschko told emergency officials, security chiefs, and military leaders at the meeting. He assured the public that the capital would “prevail” through collective effort but acknowledged the severity of the threat to civilian life and urban functionality.

President Volodymyr Zelensky, speaking in an excerpt from an interview with the Financial Times, accused President Vladimir Putin of abandoning constraints in his military campaign. Zelensky said Putin decided in early September that “there are no rules now,” shifting tactics toward mass attacks and killings after failing to occupy Ukrainian territory.

In response, Putin insisted that Russia’s escalation is a direct countermeasure to Ukrainian strikes on Russian energy infrastructure and Black Sea vessels. During a speech at the Valdai International Discussion Forum, he argued that despite losing approximately 1% of its GDP to these attacks, Russia is merely responding to what he termed Ukraine’s initial aggression against its economic targets. Moscow has historically ramped up attacks on Ukrainian energy systems every winter since the full-scale invasion began in 2022.
