A federal judge ruled on Wednesday that the Trump administration must disclose a Department of Justice memo that legally permits the Pentagon to conduct lethal strikes against boats in the Caribbean and Pacific regions.
U.S. District Judge Paul Engelmayer issued a 66-page opinion dismissing two of the administration’s three arguments for keeping the document confidential, thereby mandating the release of the legal justification.
