Manchester City Faces Historic Premier League Sanctions Over £900m Financial Breaches

Manchester City has been charged with more than 100 breaches of Premier League financial regulations, casting doubt on their status as one of England’s most successful clubs in recent history. The league is competing against eight Premier League titles won over the past 14 years, as an independent commission concluded that the club operated “sham contracts” and utilized dubious sponsorship agreements to artificially boost its finances.

The 750-page commission report, released on Tuesday, alleges that between the 2009-10 and 2017-18 seasons, the club inflated its revenue by approximately £900 million (€1.05 billion). According to the findings, City engaged in off-book secondary contracts, signed inflated image rights deals, and made concerted efforts to obstruct the investigation. These actions allowed the club to bypass both Premier League and UEFA financial spending limits.

Premier League CEO Richard Masters described the proceedings as the most significant in the organization’s history, stating that the club “systematically broke Premier League Rules for nearly a decade.” While the league has received praise for its decisive action, critics note that the investigation was only triggered after initial leaks from German publication Der Spiegel and Rui Pinto’s Football Leaks website exposed internal emails.

Manchester City has staunchly denied all allegations. In a club statement, they asserted that irrefutable evidence supports their position and confirmed they will pursue all available appeal routes, citing clear material errors in law, principle, and fact within the commission’s opinion.

The Role of Ownership and Structure

The case centers on the ownership structure established when the Abu Dhabi United Group, representing the UAE royal family, acquired the club in 2008. Led by Vice President Sheikh Mansour and Chairman Khaldoon Al Mubarak, the takeover has long faced scrutiny regarding sportswashing and human rights records, similar to criticisms levied against Paris Saint-Germain and Newcastle United.

Following the investment, the club began heavy spending in an era before strict Financial Fair Play (FFP) and Profit and Sustainability Rules (PSR) were enforced. To comply with the new UEFA and Premier League regulations introduced in the early 2010s, the club developed a system known as ‘Project Longbow’ in 2012.

The commission found that while some aspects of this project were legitimate, one component involved a third party named Fordham. The report describes Fordham as a front used to acquire the club’s image rights at artificially inflated prices, effectively allowing owners to pump money into the club through disguised sponsorships to lower reported costs and increase revenue.

Potential Consequences and Legal Outlook

No sanctions have yet been imposed, and the club currently sits atop the Premier League table ahead of their match against Liverpool on October 11. The appeal process is expected to prolong the legal proceedings significantly.

Analysts point to the precedent set by Everton, which received a 10-point penalty for a £19.5 million breach. Applying a similar tariff to City’s alleged £900 million overspend would likely result in a points deduction severe enough to cause relegation. However, because the Championship is not governed by the Premier League, such a penalty would have complex implications.

If the verdict is upheld on appeal, City faces potential relegation, point deductions across multiple seasons, transfer bans, or the stripping of titles won during the relevant period. Additionally, other clubs and individuals whose honors may have been affected could initiate further litigation. The case remains ongoing as the football world awaits the final resolution.
