Indonesian correctional authorities have suspended five officials, including the warden of the Cibinong penitentiary near Jakarta, following the discovery of high-end residential units allegedly occupied by inmates. Rudi Setiawan, the inspector general of the Ministry of Immigration and Corrections, confirmed the suspensions on Tuesday, stating that those involved are suspected of responsibility for the infractions uncovered by the Ombudsman.
The illicit facility was discovered on September 23 during a surprise inspection by Indonesia’s government watchdog. According to investigators, the complex comprises more than ten units situated separately from the standard cellblocks. These residences were equipped with amenities typically restricted to the general population, including air-conditioning, large-screen televisions, refrigerators, sofas, and dining areas.
Syafrida Rachmawati Rasahan, a member of the Ombudsman, described the findings at a news conference, noting the presence of a gym and a golf simulator under construction within the grounds. “We found strong indications that certain inmates had access to special facilities unavailable to ordinary prisoners,” she said. “We encountered inmates inside the residential compound and discovered facilities resembling homestays, apartments and villas rather than prison housing.”
Initial records suggest the buildings were originally constructed as official housing for prison staff. Authorities are now investigating whether these properties were illegally converted into accommodations for inmates. Dozens of prisoners and correctional employees have been questioned as part of the ongoing probe.
The revelation has intensified public scrutiny of Indonesia’s penal system, which has long been plagued by allegations of corruption and preferential treatment for wealthy or well-connected detainees. Cibinong prison, spanning 4 hectares (10 acres), houses a diverse population including individuals convicted of corruption and other high-profile offenses. While the identities of the inmates residing in the luxury compound remain undisclosed, lawmakers and anti-corruption activists are demanding transparency regarding their status and whether bribes were exchanged for the privileges.
This incident marks another significant embarrassment for the corrections system, which continues to struggle with chronic overcrowding and systemic graft. A previous investigation into Indonesian prisons conducted in 2010 similarly found evidence of inmates enjoying luxurious conditions behind bars.
It’s ironic that staff housing was converted for inmates. Did the guards move out, or was this a secret deal from day one? The transparency needed is massive.
Another scandal in a system that hasn’t changed since 2010. Suspensions won’t fix the rot. We need total reform or this will just happen again.
Five suspensions feels like a drop in the ocean. The real question is: who were the inmates, and were they paying bribes for these amenities?
Did they really have a golf simulator? That seems excessive even by corrupt standards. I wonder if these inmates are connected to high-ranking politicians.
This is absolutely disgusting. While regular inmates suffer in overcrowded cells, these officials let criminals live in luxury. Where is the justice?
